State-owned enterprises make up roughly 10 percent of the world economy, yet they are woefully understudied. Philippe Bance is Professor of Economics at the University of the French Antilles and the President of the International Scientific Council of CIRIEC (International Centre of Research and Information of Public, Social and Cooperative Economy).
