This book describes the philosophy for development and application of risk tolerance criteria by providing a process which a company can use to develop risk tolerance criteria. The book does not dictate exactly what an organizations risk tolerance criteria should be, but includes information about risk tolerance criteria which have been used and published, including those from both government and regulatory agencies and available company risk guidelines.   Multiple CCPS publications allude to the use of quantitative risk tolerance criteria; nevertheless, there is currently no guidance on how to identify appropriate criteria.  The objective of this book is to enable consistency in the selection and use of quantitative safety risk tolerance criteria, while at the same time allowing the flexibility needed to address disparate operating conditions. Industry-developed guidance would also provide a defensible basis for individual company criteria.
