The objects for which the government was instituted are not left to conjecture. The men who framed and those who adopted the present constitution, thought it necessary to transmit to those who should live after them, the most conclusive evidence of the views with which they entered into this new political compact; Not content that they should be inferred from the limitations and restrictions of the powers granted, they declared them in terms thus express and unequivocal To form a more perfect Union, establish justice, insure domestic tranquillity, provide for the common defence, promote the general welfare, and secure to themselves and to their posterity the blessings (y liberty. These were the ends, for the accomplishment of which all the powers vested by the constitution, in the United States, were granted; and now it is asserted that the powers so granted may be executed in a manner wholly regardless of the ends in view — that to raise armies the government have the right to adopt measures by which the people and their posterity shall be deprived of the blessings of liberty.
