According to Wikipedia, citing researcher Monique Felix Borin and journalist Valdir Sanches (published in Diário do Comércio in March 2014), the Municipal Code of Stances was an imperial-era legislation enacted in 1886. Its primary objective was to modernize the city of São Paulo by establishing standardized and uniform regulations.
